Reasons for Exemption
Project consists of replacing the existing sludge management system (dewatering system and use of the existing holding pond). The Project would utilize areas of prior excavation and infrastructure, with negligible or no expansion of capacity from the existing Tanner WTP site use, and construction of utility infrastructure and associated structures to support the new sludge management system. No exceptions to the application of these exemptions have been identified. The Project would be consistent with the existing land uses, on a developed and highly disturbed site, with limited construction scope, no increase in staffing or regular operational trips, consistent with the height and use limitations requirements from the ALUC, and would operate within the Tanner WTP’s existing permitted capacity. Due to the limited extent of the project, absence of impact to nearby sensitive receptors, absence of significant air quality, noise, biological resources, land use, traffic, VMT or water quality impacts, the AWA use of the “common sense” exemption per CEQA Guidelines Section 15061(b)(3) is appropriate.
