Document Description
Placer County Resource Conservation District (RCD) plans to implement fuels reduction activities in the form of hand thinning, hand piling, machine thinning, machine piling, tracked chipping, roadside chipping, mastication, pile burning, broadcast burning, and herbicide on up to 284 acres associated with this project near Baxter, CA. Fuel reduction treatments will be strategically implemented along roadsides and ridgetops and in the Wildand Urban Interface (WUI) to protect the life and property of residents as well as to provide safe evacuation routes and ease of firefighter access and suppression efforts. The project area includes portions of private and public lands within the WUI. Topography is flat to moderate (0%-65%) throughout much of the project area and elevations range from approximately 3980’-5040’.
Emphasis will be placed on eliminating the continuity of surface and ladder fuels. Some sub canopy trees may be removed to break up vertical continuity to dominant trees as well as to raise the canopy base height, which will reduce future fire intensity. Prescription will include a combination of the fuels reduction techniques listed above as appropriate based on current conditions, slopes, landowner desires, and access constraints.

Reasons for Exemption
The project meets the requirements of Class 4 Categorical Exemption (Minor alterations to land) Section 15304. Project implementation will result in alterations to the land that are best described as minor in scope, that will not significantly impact the aesthetic of the property or biological and/or cultural resources, and that do not involve the removal of mature, scenic trees for any purpose. No exceptions apply which would preclude the use of a "Notice of Exemption" for this project. No significant adverse environmental impacts will occur to aesthetics, agriculture and forest resources, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, noise, populations and housing, public services, recreation, transportation and traffic, utilities and service systems, or wildfire.
