Document Description
Athens Park is an 18-acre park located at 12603 S Broadway, in the unincorporated community of West Rancho Dominguez - Victoria, and features two large baseball fields, gymnasium, swimming pool, large community room, and computer lab. Athens Park is located in a high park need study area, as determined by the 2016 Los Angeles Countywide Comprehensive Parks and Recreation Needs Assessment. In addition to the attractive urban parkland, Athens Park provides year-round recreational programs, including after school and summer day camps, Parks After Dark, youth sports such as basketball, baseball, football, cheerleading, and lifeguard training. The swimming pool is located adjacent to the recently renovated historic pool house in the northeast section of the park and features several recent improvements, including new LED lighting on the pool deck and underwater lighting. The pool is heavily used during the summer months and provides valuable respite from the heat for the community. Usage is expected to increase due to the extended pool hours made possible by the upgraded lighting. Over the past several years, the pool deck and plaster have shown significant wear, including cracking in both the pool deck and plaster. These issues require repair to prevent further damage, pool closures, and potential safety concerns. The proposed Project will renovate portions of the existing pool deck and replace the pool plaster.

Reasons for Exemption
The proposed project is categorically exempt from the California Environmental Quality Act (CEQA). The project, which includes the renovation of portions of the existing pool deck and the replacement of the pool plaster, is within certain classes of projects that have been determined not to have a significant effect on the environment in that they meet the criteria set forth in sections 15301 (d) and 15302(c) of the State CEQA Guidelines and Classes 1 (c) and 2 (e) of the County's Environmental Document Reporting Procedures and Guidelines, Appendix G. The project provides for restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, and replacement or reconstruction of existing structures and facilities involving negligible or no expansion of capacity. Based on the proposed project records, it will comply with all applicable regulations, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
