Authorization to the Chief Executive Officer to advertise for bids
for Job Order Contracts (JOC) for maintenance, repair, and minor renovation projects in common-use public areas and Portowned/ occupied facilities within the Harbor District , including: building mechanical/HVAC, custodial services, landscaping and paint/carpentry; electrical, plumbing, sewer and stormwater operations; maintenance of the Port's fleet of vehicles, heavy equipment and vessels; maintenance of dockside fender systems, roads/street/parking lot repairs and water clean-up
operations; Commercial diving (Harbor-wide cathodic system inspection/repairs and vessel maintenance). Tasks under the JOCs would be performed by qualified contractors under Specification HD-S3233 and Harbor Development Permit 23-039 issued in August 2023.

features, involving negligible or no expansion of existing or former use. The proposed Project consists of preventive maintenance,
repair, replacement or rehabilitation services at common-use public areas and Port-owned/occupied facilities within the Harbor
District involving negligible or no expansion of existing or former use.

Reasons for Exemption
The Class 2 exemption consists of replacement or reconstruction of
existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have

repair, replacement or rehabilitation services at common-use public areas and Port-owned/occupied facilities within the Harbor
District that will have substantially the same purpose and capacity as the structure replaced.

Reasons for Exemption
The Class 4 exemption consists of minor public or private alterations in the
condition of land, water, and/or vegetation, which do not involve removal of healthy, mature, scenic trees, except for forestry or
agricultural purposes. The proposed Project consists of preventive maintenance, repair, replacement or rehabilitation services at
common-use public areas and Port-owned/occupied facilities which may involve minor trenching and backfilling where the surface
is restored.
