Document Description
Amendment 1: Remove approximately 35 feet of existing 8-foot-high ornamental fencing, including posts and foundations, and restore footing excavations and pavement to grade. Construct approximately 50 feet of new 8-foot-high ornamental fencing with new posts and 3-foot-deep concrete footings, reusing salvaged fence panels. Install a 21-foot-wide by 8-foot-high powered ornamental sliding gate with a hydraulic operator, five (5) guard pipe bollards, a concrete pad for a card reader and sensor arm, and a vehicle detector loop. The project also includes installation of a new circuit breaker within an existing electrical panel, above-grade rigid metallic conduit supported by channels and clamps, coring through an existing metal wall, and trenching approximately 9 inches wide by 3 feet deep for installation of underground PVC conduit and associated electrical wiring. Additional improvements include demolition of an existing concrete curb, pavement restoration, and yellow pavement striping.

First Amendment to Level I HDP 25-023 for minor alteration of existing facilities involves installing ornamental fencing with new posts and footings, powered ornamental sliding gate with a hydraulic operator, guard pipe bollards, a concrete pad for a card reader and sensor arm, and a vehicle detector loop. The project includes additional improvements involving removal of existing ornamental fencing and demolition of existing concrete curb with pavement restoration and striping and involves negligible or no expansion of existing or former use.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The new replacement of existing ornamental fencing will have substantially the same purpose and capacity as the structure replaced. All equipment that is removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements.

Reasons for Exemption
The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project involves the installation of new ornamental fencing with associated equipment and a new circuit breaker with electrical wiring.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves trenching for the installation of underground conduit and demolition of an existing concrete curb for pavement restoration and backfilling where the surface will be restored. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities), Section 15302 (Class 2. Replacement or Reconstruction), Section 15303 (Class 3. New Construction or Conversion of Small Structures), and Section 15304 (Class 4. Minor Alterations to Land); therefore, the Project is exempt from CEQA and no further environmental review is required.
