Document Description
The project consists of the installation of Flock Safety automated license plate reading (ALPR) cameras to be installed on behalf of the Oroville Police Department. There are two methods of installation: 1) the installation of a 13' X SQRD REDITORQUE pole with a camera and solar panel (to power the camera) mounted to the pole with minimal ground disturbance consisting of the 3" by 48" pole anchor, or 2) attachment of a camera and a solar panel (to power the camera) to an existing light/traffic pole with no ground disturbance proposed. The purpose of the installation is to provide law enforcement with the ability to detect license plates associated with criminal activity and to assist law enforcement with intercepting these vehicles. The beneficiaries of the project are both law enforcement and the public at large as this installation will serve public safety interests and help make Butte County a safer community.

Reasons for Exemption
Pursuant to Section 15303(e) of the CEQA Guidelines, New Construction or Conversion of Small Structures, this project is exempt from further CEQA Review. Section 15303(e) specifically refers to New Construction or Conversion of Small Structures including accessory structures, and the footprint of the proposed installation of the pole, camera, and solar panel is very minimal compared to the other classes of exemptions listed in Section 15303(e). As such, this project can be considered a new, small facility under Section 15303 of the CEQA Guidelines with no further CEQA review required.
Pursuant to Section 15301(b)- Existing Facilities and Section 15301(b) - New Construction or Conversion of Small Structures of the CEOA Guidelines, this project is exempt from further CEQA Review. Section 15301(b) specifically refers to the minor alteration of existing public or private structures, including utilities, and the attachment of the proposed camera and solar panel to an existing light pole with no further alteration to the pole and no ground disturbance qualifies for this exemption. As such, this project can be considered a minor alteration to an existing facility under Section 15301 of the CEQA Guidelines with no further CEQA review required.
