Document Description
The County of San Luis Obispo, Department of Airports proposes to apply a mill and overlay for the length of Taxiway A and its taxiway connectors at the San Luis Obispo County Airport in the City of San Luis Obispo. Th project includes cold milling of the existing asphalt concrete (AC) pavement to a depth of four inches. An asphalt overlay of four inches will then be placed within the limits of the existing pavement. The purpose of the project is to prolong the life of the pavement. Existing hold position markings and signage on all taxiway connectors to Taxiway A will be relocated 50 feet (ft) to comply with Federal Aviation Administration (FAA) safety standards. Electrical improvements will be needed to relocate the existing Runway 11-29 holding position signage, which is lighted. Trenching for electrical improvements will include the installation of new conduit and base cans. Relocation of existing signage will require new concrete pads. All trenches will be backfilled with native material. Taxiway connector redesignations will occur for Taxiways A, B, C, F, G, H, and L (renumbered A1 through A8). The redesignations require new markings/signage.

The project qualifies for a Categorical Exemption (Class 1, 2, 3, and 4) pursuant to CEQA Guidelines Section 15301, Existing Facilities, 15302, Replacement and Reconstruction, 15303 New Construction and Conversion of Small Structures, and Section 15304, Minor Alterations to Land, because the project consists of alterations to existing infrastructure (i.e., electrical) and construction of additional safety devices (i.e., signage and lighting)cat an existing facility; replacement and reconstruction of asphalt surfaces; construction of additional electrical infrastructure; and minor grading for the placement of new concrete pads.
