The City Council's determination on an agreement to terminate a use is not subject to CEQA review because it is not an "approval" as defined in California Code of Regulations, Title 14, Section 15352, but rather an agreement to terminate a use at a site, and therefore does not commit the City to any definite course of action regarding a new use on the subject property. Furthermore, CEQA does not apply to projects which a public agency rejects or disapproves pursuant to Section 15270(a).
