Document Description
The Second Amendment to Level I HDP 23-021(2), approved by the Director of Environmental Planning on August 25, 2026, permits the Port of Long Beach to conduct a geotechnical field investigation on the Navy Mole, consisting of 2 deep borings and 2 cone penetration test borings at depths ranging from approximately 80 to 140 feet below ground surface. The geotechnical investigation will support soil characterization for design of a transportation corridor for the proposed Pier Wind Terminal Development Project. Level I HDP 26-021 was originally issued on April 27, 2023 for an in-water geotechnical field investigation involving 36 geotechnical borings, 14 dredge borings, and 25 sediment samples in the Outer Harbor, Main Channel, and Middle Harbor. The first amendment to Level I HDP 26-021, issued on March 5, 2025, permitted 87 over-water geotechnical soil borings in the Outer Harbor, Main Channel, and Middle Harbor.

State CEQA Guidelines Categorical Exemption Section 15306 (Class 6. Information Collection). The Class 6 Categorical Exemption consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Project consists of a geotechnical fieldinvestigation that will support soil characterization for design of a transportation corridor for the proposed Pier Wind Terminal Development Project.
