Document Description
To replace the existing Houston Avenue bridge (Br. No. 45C-0067) that spans Cross Creek with an 85-foot-long single-span, cast-in-place, posttensioned, voided concrete slab deck bridge with erosion control protection along the abutments. To reconstruct approximately 500 feet of roadway at both bridge approaches. To relocate a 28-foot-wide pipe gate and a 35-foot-wide pipe gate along the west bank. Disturbed areas will be hydroseeded and fiber rolled for erosion control.

Reasons for Exemption
A state of emergency was proclaimed on March 1, 2023 by Governor Newsom to address the storms that swept across California beginning in February 2023. The project is statutorily exempt from CEQA pursuant to Public Resources Code Section 15269 (a), Emergency Projects, because the project involves replacement of bridges and roads in disaster-stricken areas caused by the storm events in which the state of emergency was proclaimed.

Reasons for Exemption
The project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. The project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
