Approval of the BUILD Program Guidelines is a regulatory action that is not a project under the CEQA Guidelines section 15378(b)(2) and (b)(4) and would protect natural resources and the environment, consistent with the categorical exemptions to CEQA review under sections 15307 and 15308 of the CEQA Guidelines. Additionally,
the Guidelines are consistent with the common-sense exemption under section 15061(b)(3) of the CEQA
Guidelines.
