tractor rigs which is part of a study leading to an action which a public agency has not yet approved, adopted, or funded and does
not result in a serious or major disturbance to an environmental resource.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations
in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry
or agricultural purposes and backfilling where the surface is restored. The Project involves approximately ten (10) acres of excavation for the installation of hands-free wireless charging stations and to expose utilities for replacement, along with
backfilling where the surface will be restored.
