Document Description
The third amendment to HDP 23-048(3) is for realignment of Pier D Street involving the following improvements: (1)Roadway: realigned and widened roadway, redesigned horizontal/vertical curves, upgraded striping, new energy-efficient lighting, upgraded signage, two new cul-de-sacs, replacement paving for the existing street, new signalizedintersection between the realigned Pier D Street and Pico Avenue. (2)Infrastructure: stormwater pump station and stormwater outfall system replacement; new storm drain network whichincludes bio-filtration, mechanical filtration units, and hydrodynamic separators; rehabilitate sanitary sewer lift station;upgrade water infrastructure, new fire hydrants, power poles, and fiber optic network. (3)Landscaping and Irrigation: slope planting, biofiltration swale/basin planting, accent planting, irrigation system andcontrollers. (4)Environmental Sampling: Perform approximately 53 soil borings to characterize soil and groundwater.

The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project involves expansion and realignment of an existing road in an industrialized and urban area involving negligible expansion of existing or former use.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The new replacement stormwater pump station, stormwater outfall system, and pavement will be located on the same site as the structures replaced and will have substantially the same purpose and capacity as the structure replaced. All equipment that is removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements.

The project involves the construction of a new realigned roadway, lighting, signage, a storm drain system, fire hydrants, power poles, and a fiber optic network.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves soil borings, trenching to install the fiber optic network, and new landscaping in order to comply with the State’s Model Water Efficient Landscape Ordinance (MWELO).
