                            This action is consistent with Section 15301 Class 1, Existing Facilities, operation, repair maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features. In this instance, to allow a new location of roads, a new location of inverters and battery containers, a change in size of 66 containers, a new location of the Southern California Edison substation, a change in the construction laydown areas, the addition of two weather stations, and the addition of five water storage tanks, and the change in the documented owner of the Project from Vesper Energy Finance, LLC., to VZ Development, LLC. All aspects of Minor Modification No. MIM 24-058 has been CEQA evaluated in the Mitigated Negative Declaration and NOD for PSP 18-011, NOD State Clearinghouse Number 2019089012. Therefore, the application of CEQA Section 15301 (e)(2) is applicable and appropriate for this project.
