Document Description
The City is preparing a comprehensive update of the Norco General Plan. The proposed 2050 General Plan includes updates of the following elements required by State Planning and Zoning Law: (1) Land Use and Community Character, including the Land Use Map; (2) Circulation; (3) Infrastructure and Facilities; (4) Open Space and Conservation; (5) Safety; and (6) Noise. The 2050 General Plan will include Goals, Policies, and implementation actions developed based on community outreach to advance the City’s vision and community priorities. The City is largely developed at this time with residential agricultural, animal-keeping neighborhoods with a rural, equestrian-oriented atmosphere. Commercial uses in the City are primarily located along Sixth Street, Hamner Avenue, and River Road. The 2050 General Plan includes Goals, Policies, and implementation actions developed through community outreach to advance the City's vision and community priorities. The General Plan is intended to preserve the rural, equestrian-oriented atmosphere of Norco's residential agricultural, animal-keeping neighborhoods; support local businesses; establish a more prominent downtown consistent with the community's identity; maintain and enhance parks, public facilities, and open space; improve transportation and public safety; and strengthen Norco as a destination for equestrian, agricultural, and recreational experiences while addressing current planning needs and State planning requirements.
