Document Description
In 2023, severe winter storms and flooding damaged the two lane bridge on Mountain Road 112 (M112) at Deer Creek. Caltrans determined the bridge was in failed condition and closed the bridge, necessitating the construction of a temporary single lane bridge approximately 75 feet upstream; the damaged bridge was demolished at that time. The Permittee is proposing to construct a new, permanent two lane bridge and to remove the temporary bridge.

Reasons for Exemption
the Project was determined to be categorically exempt from review under CEQA pursuant to California Code of Regulations, title 14, section 15302(c) and Section 15304 (f). Section 15302(c) is Replacement or Reconstruction of Existing Structure, which is Class 2 and consists of replacement or reconstruction of existing structures where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaces with no expansion of capacity. Section 15304(f) is m Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Specifically, this Project pertains to minor trenching and backfilling where the surface is restored. The Tulare County Resource Management Agency filed a Notice of Exemption (NOE) with the Tulare County Clerk and/or the State Clearinghouse on 25 October 2025.
