Document Description
Comprehensive update to Title 20 (Zoning) of the Chino Municipal Code to amend and reorganize multiple chapters of Title 20. The proposed amendments are to implement the changes outlined in the 2045 General Plan that was adopted by the City Council in September 2025. The changes include the addition of new zoning districts corresponding to General Plan designations, changes as required by State Law and other amendments to modify Title 20 and to allow for streamlining of regulations to facilitate economic development. Additionally, An amendment to Title 20 (Zoning), of the Chino Municipal Code to implement the zoning map amendments, ensure consistency with the 2045 General Plan Update and to align zoning with uses and market potential for the respective sites. All map amendments involve a change from one existing zoning district to another, and all amendments are consistent with the requirements of Measure M, the City's residential growth control measure. One July 21, 2026 the City Council adopted Ordinance No 2026-008 (PL24-0146 (ZOA)) and Ordinance No. 2026-009 (PL25-0108 (ZC)) as described above. The City of Chino 2045 General Plan (SCH No. 2024090833) was previously prepared for this project pursuant to Sections 15080 through 15097 of the California Environmental Quality Act (CEQA) Guidelines and was certified by the Chino City Council on September 2, 2025. The proposed zoning ordinance amendment and zone change do not include any changes to the project, and no new significant impacts were identified. Therefore, they are within the scope of the EIR adopted in connection with the City of Chino 2045 General Plan, which adequately describes the activity for the purposes of CEQA. Additional environmental review is not required.
