Document Description
The project consists of the City of Eureka’s adoption of the Humboldt Regional Climate Action Plan (RCAP) for City planning and implementation purposes. The RCAP is a countywide, policy-level framework adopted by Humboldt County that establishes regional greenhouse gas reduction goals and coordinated strategies consistent with State climate law. Adoption of the RCAP does not approve or authorize any specific development, infrastructure project, or funding commitment, but provides guidance for future planning and coordination. Humboldt County served as the CEQA Lead Agency and prepared and certified a Program Environmental Impact Report (EIR) for the RCAP (State Clearinghouse No. 2024081319), as corrected by the Final EIR Errata dated November 25, 2025. The City of Eureka is acting as a CEQA Responsible Agency. The City has reviewed and considered the County-certified Final EIR and Errata, has relied on that environmental document, and has reached its own independent conclusions regarding approval of the project, as appropriate under CEQA Guidelines section 15096. Any future projects implementing RCAP strategies would require separate discretionary approvals and environmental review, as applicable.
