Document Description
The Project proposes to construct a bicycle and pedestrian underpass to connect North and South Bernardo Avenue under the Caltrain right-of-way and Central Expressway. The proposed undercrossing would be located approximately 300 feet east of Bernardo Avenue. It would span approximately 235 feet from the north side of Evelyn Avenue to the north side of Central Expressway. In addition to the undercrossing, the Project also proposes bicycle and pedestrian improvements to the Bernardo Avenue intersections (e.g., installing high visibility pedestrian crossings and eliminating slip lanes) and the minor realignment of Central Expressway and Evelyn Avenue to accommodate the project. All improvements would be located within existing public right-of-way.

Reasons for Exemption
Public Resources Code Section 21080.25 statutorily exempts certain transportation
projects from environmental review under CEQA including, but not limited to, pedestrian and bicycle facilities within the public right-of-way provided the project meets specific requirements (e.g., project is located within existing and does not increase automobile capacity). The project would construct a bicycle and pedestrian underpass within existing public right-of-way. The City of Sunnyvale, as CEQA Lead Agency, have met the associated requirements for the Statutory Exemption under Public Resources Code Section 21080.25 and filed a Notice of Exemption in August 2024 (SCH 2024080660). For these reasons, Peninsula Corridor Joint Powers Board, as the CEQA Responsible Agency finds the project is statutorily exempt from environmental review under CEQA.
