Document Description
In conjunction with the review of amendments to previously approved regulations, CalRecycle, as the Lead Agency, has prepared an Addendum to the certified Program Environmental Impact Report (PEIR, SCH #2024070487) pursuant to the California Environmental Quality Act (CEQA) for the Senate Bill (SB) 54 Implementing Regulations (Proposed Program). The Addendum addresses minor technical changes and additions to the regulations and reasonably foreseeable means of compliance, and concludes that no conditions under CEQA Guidelines Section 15162 require preparation of a subsequent or supplemental EIR, as the modifications do not result in new significant environmental effects, a substantial increase in the severity of previously identified effects, substantial new information, or other triggering circumstances. The original PEIR analyzed the Proposed Program, which includes regulations implementing SB 54 to require California to fundamentally change its approach to managing the production and disposal of single-use packaging and plastic single-use food service ware through waste hierarchy strategies, reducing environmental and health impacts via waste reduction and circular economy principles. This is to advise that the CalRecycle has approved the above described project, as amended, and has made the following determinations regarding the above described project.
