Document Description
The City proposes to construct and operate a new Environmental Utilities (EU) Operations Center in northwest Roseville.
The project would include new facilities and services that would allow the City to cost effectively meet state-level legislation requirements, while providing space to grow for the Roseville EU Department’s services and staff. The following facilities are proposed:
Resource Recovery and Transfer Operations (RRTO) Facility would include a materials recovery facility; an area for municipal solid waste receipt, staging/densification, and transfer to disposal facilities elsewhere; and an area for
receiving, preprocessing, and transferring organic waste to off-site organics processing facilities;
Corporation Yard would provide office and storage space for the EU Department and an equipment maintenance facility, as well as an administrative office and parking for employees;
Vendor Lease Area would provide parking for 50 to 100 collection type waste fleet trucks and a similar number of employee parking spaces; and
Potential Future Organics Processing Facility would include a potential future compost facility and/or biomass to energy facility. The necessity of this facility will be evaluated by the City at a later time and may be subject to supplemental CEQA review. The City may or may not elect to develop this facility.
The project also includes a new electrical substation, utility extensions, and improvements to Phillip Road.
