Document Description
This Addendum to the Environmental Impact Report (EIR) certified in 2025 for the 2045 General Plan Reset analyzes the impacts associated with implementation of the Downtown Specific Pan (DTSP). The DTSP involves changes to the approved 2045 General Plan Reset as analyzed in the General Plan Reset EIR to implement the DTSP in the Downtown Specific Plan Area (hereinafter referred to as “Plan Area”). The anticipated buildout within the DTSP was analyzed under the General Plan Reset EIR. However, specifics of the DTSP, such as changes to development standards, DTSP goals and policies, and the public realm improvements, were not discussed. The DTSP includes goals, policies, and standards and envisions balancing new mixed-use development, combining housing, retail, offices, and community amenities, with enhancements to the public realm, including plazas, pocket parks, street trees, and coordinated street-furnishings, all designed to reinforce a cohesive downtown identity. In accordance with CEQA, the EIR Addendum demonstrates, based on substantial evidence, that the prior environmental analysis in the 2045 General Plan Reset EIR adequately addresses the potential environmental effects of the project, and the project does not require subsequent environmental review pursuant to CEQA Guidelines Section 15162 and 15164, and supports the City's finding that the project would not result in significant new issues nor exceed the level of impacts identified in the previously certified EIR requiring additional analysis under CEQA.
