San Diego Clean Fuels LLC proposes to construct a fuel transfer facility within the BNSF Railway railroad right-of-way and BNSF-owned property located west of the 1800 block of Cleveland Ave. and north of W. 19th Street north to Civic Center Drive in National City, CA. The facility will add nine rail spurs and four truck loading spots to transfer bio-diesel fuel and other similar renewable fuels directly from rail to trucks, which will deliver to local retailers within 35-miles. Proposed improvements consist of tracks for rail cars, concrete slab pump pads, pumps and piping to move fuels, an enclosure for additives, a containment basin, and an office trailer with control center and driver check-in area.
