Document Description
The Valencia Water Reclamation Plant (VWRP) is one of two water reclamation plants owned by the Santa Clarita Valley Sanitation District (SCVSD) and serves the City of Santa Clarita and a portion of unincorporated Los Angeles County. Continuous operations of the VWRP are critical for the ability of the SCVSD to provide essential services to its customers. Recent studies identified that scour of the Santa Clara River under a Capital Flood and a design-level earthquake may erode approximately 1,000 feet of the middle section of the existing retaining wall and along the VWRP boundary to the point that facilities of the VWRP may be damaged or destroyed. The proposed project would reinforce the existing middle section retaining wall along the southwestern side of the VWRP by constructing an underground retaining wall to protect against river scour and seismic activity, upgrade two existing outfall structures, and add riprap along the southern portion of the VWRP wall. The proposed project would also include clearance of vegetation around the existing VWRP outfall structures for long-term maintenance of the outfall structures. Temporary construction work would occur along the VWRP boundary as well as an existing Significant Ecological Area (SEA) and California Department of Fish and Wildlife conservation easement west of the VWRP. The proposed project would impact approximately 3.26 acres just outside of the VWRP. The proposed project would not require any road closures during construction and no new permanent lighting would be required for the proposed new structures.
