Document Description
On May 27, 2026, the California Department of Fish and Wildlife (CDFW) issued this Restoration Management Permit (RMP) pursuant to section 1670 of the Fish and Game Code to the County of San Mateo, Department of Public Works. This Project will restore and enhance aquatic and riparian habitat for native fish and wildlife including coho salmon (Oncorhynchus kisutch) Central California Coast Evolutionarily Significant Unit (CCC coho salmon) listed as endangered under the California Endangered Species Act (CESA) and federal Endangered Species Act (ESA); steelhead trout (Oncorhynchus my kiss), Central California Coast Distinct Population Segment (CCC steelhead) listed as threatened under ESA and a state species of special concern (SSC); San Francisco garter snake (Thamnophis sirtalis tetrataenia) listed as endangered under ESA and CESA, and a fully protected species; and California red-legged frog (Rana draytonii) listed as threatened under ESA and a SSC. CDFW has determined that the Project is a Qualifying Restoration Project pursuant to section 1671(d)(1) of the Fish and Game Code, and the Project is expected to result in a substantial, cumulative benefit to native fish, wildlife, and their habitat. This notice is to advise that CDFW issued the above-described RMP on the date signed below.

Reasons for Exemption
On September 18, 2023, the San Mateo Resource Conservation District, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15065. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
