Document Description
The Socially Equitable Cannabis Program (SECP) allows for new cannabis facilities in the unincorporated areas of the county, including cultivation, distribution, manufacturing, microbusiness, retail, on-site consumption lounges, temporary cannabis events, and testing laboratories. This action by the San Diego County Board of Supervisors (Board) on August 19, 2026 includes the certification of a Program Environmental Impact Report, adoption of a Mitigation Monitoring and Reporting Program, and Findings/Statement of Overriding Considerations, adoption of amendments to the San Diego County Zoning Ordinance, first reading of the amendments to the County Code of Regulatory Ordinances, as well as first reading of the Social Equity Program, adoption of a Board policy related to minimum funding requirements for enforcement, and the first reading of the associated licensing and permitting fees. On September 2, 2026, the Board will hear the second reading for the amendments to the Regulatory Code, Social Equity Program, and licensing and permitting fees and adopt those items to fully adopt and implement the SECP.
