Document Description
The project activities involve excavation and offsite disposal of approximately 3,500 cubic yards of contaminated soil, installation of a soil vapor extraction system, and installation of a vapor intrusion mitigation system to address releases of tetrachloroethylene attributed to past dry-cleaning operations which impacted the vadose soil zone beneath the site. Project activities would be accomplished through approval and implementation of a Removal Action Workplan for contaminated soil and soil vapor at the Former Hernan-Norge Village Cleaners located at 11905 Wilshire Boulevard in the Brentwood neighborhood of Los Angeles in Los Angeles County.
Because a previous environmental analysis (11905 Wilshire Boulevard Project Sustainable Communities Environmental Assessment (SCEA)) was approved by the City of Los Angeles as the lead agency, the DTSC is required by the California Environmental Quality Act (CEQA) to conduct an analysis of the previous document and determine the type of environmental document required to be prepared for the project as provided by sections 15162, 15163, and 15164 of the CEQA Guidelines. Based on this analysis, DTSC determined the preparation of an Addendum to the City of Los Angeles’ previous SCEA was the appropriate document.
