City Council approval to dedicate and convey to the City's Transportation Department approximately' 88,840 square feet (2.04 acres) on portions of two City-­owned properties (APNs 433-250-28 and 433-250-32) as a Public Street Easement per City of San Diego Drawing No, io2177-B to facilitate the construction of the approximately.450-foot Fenton Parkway Bridge to provide a vehicular, bicycle and pedestrian connection across the San Diego River. The land which will be dedicated and conveyed per this action is owned in fee by the City's Public Utilities Department (PUD). To encumber the land, as well as reimburse PUD for Improvements to approximately 0,14 acres of the proposed encumbered area, the Chief Financial Officer shall move $92,977.43 from Fund 400874, Capital Outlay-Mission Valley Trans to PUD's Fund 700010 Water Utility CIP based on the appraised value of the encumbered land and agreed to 1reinbursement costs In accordance with CEQ.A Guidelines Section 15096, the City of San Diego City Council (City Council), as a Responsible Agency under the California Environmental Quality Act (CEQA), has reviewed and considered the Final EIR for the Fenton Parkway Ridge Project (SCH No. 2023050534) which was certified by the Board of Trustees of the CSU, as the Lead Agency under CEQA on September 25, 2024. The current action is within the scope of the development program analyzed in the Final EIR, thus, this activity la a subsequent discretionary action and is not considered to be a separate project for the purposes of CEQA review as defined in CEQA Guidelines Sections 15378(c) and 150609(c)(3). Pursuant to Public Resources Code Section 21166 and CEQA Guidelines Section 15162, there is no change in circumstance, additional information, or project changes to warrant additional environmental review for th1s action. To complete the duties of a Responsible Agency, the City Council shall, pursuant to CEQA Guidelines Section 15096, adopt the Findings and Statement of Overriding Considerations required by CEQA Guidelines Sections 15090 and 15093 prepared by the CSU for each significant effect of the Fenton Parkway Bridge Project, and shall also adopt the Mitigation, Monitoring and Reporting Program (MMRP) adopted by the CSU for the Fenton Parkway Bridge Project. Furthermore, the proposed actions have been reviewed for consistency with and are adequately addressed ill the Final BIR for the San Diego State University (SDSU) Mission Valley Campus Master Plan (Master Plan) (SCH No. 201901142) which was certified by the Board of Trustees of the CSU, as the Lead Agency, on January 29, 2020, and was reviewed and considered by the City Council, as a Responsible Agency, on June 17, 2020 (Resolution R-313115), and the Final Program EIR (PEIR) for the Mission Valley Community Plan Update (Project No, 518009/SCH No. 2017071066) which was certified by the City Council on September 12, 2019 (Resolution R-312653), The Master Plan EIR noted that per the Purchase and Sale Agreement associated with the Master Plan, CSU/SDSU would fund and construct a 2-Iane Fenton Parkway Bridge as a separate project. Additionally, the Mission Valley Community Plan Update (CPU) and associated PEIR identified an extension of Fenton Parkway across the San Diego River to Camino Del Norte/Mission City Parkway as part of the proposed mobility network and noted that dedications of land could be required to implement the improvements identified in the Mission Valley CPU. The approval of the proposed actions will allow the City to dedicate approximately 881840 square feet (2.04 acres) on portions of two City-owned properties (APNs 433--250-28 and 433-250-32) for public street purposes which will facilitate construction of the approximate\y 450-foot Fenton Parkway Bridge to provide a vehicular, bicycle and pedestrian connection across. the San Diego River. Therefore, this action is part of a series of subsequent discretionary actions and is not considered to be a separate project for the purposes of CE.QA review pursuant to CEQA Guidelines Sections 15378(c) and i506o(c)(3). Pursuant to Public Resources Code Section 2n66 and CEQ/1. Guidelines section 15162, there is no change in circumstance, additional information, or project changes to warrant additional environmental review for this action.
