Document Description
CITY COUNCIL APPROVAL AND ADOPTION of the Coastal Resilience Master Plan (CRMP). The Coastal Resilience Master Plan considers nature-based solution pilot projects for prioritized sites along the City's coastline. The priont1zat1on of natu.re-based solutions for coastal resilience provides additional resilience, environmental and soclo-econom1c benefits such as enhanced or protected habitat, coastal access, green Jobs and environmental education opportunities, The pr9Jects ldent1f1ed in the Coastal Resistance Master Plan will migrate risk from sea level rise and provide benefits to communities, such as habitat protection, water quality Improvements, flood storage and recreation opportunities. The projects also consider ways to enhance access to the coast for all community members, such as expanded public transportation to the beach, improved pedestrian and bicycle infrastructure and eff1c1ency enhancements for parking.
Sites were Investigated through a multi-crlteria analysis that considered community, resilience, economic, and ecosystem benefits, The mult1-cnterla analysis helped to Identify locations most viable for a nature-based concept, narrowing from an 1nit1al eleven sites down to six. The eleven sites lrnt1ally considered Included: Torrey Pines State Beach - Los Pei'iasqu1tos Lagoon, Black's Beach, La Jolla Shores, Manne Street Beach, Wlndansea Beach, Pacific Beach - Tourmaline Surf Park, Mission Beach, Ocean Beach - Dog Beach, Ocean Beach - Beachfront (Pier), Sunset Cliffs, and the Naval Training Center Park, The six sites selected for the Coastal Resilience Master Plan Include La Jolla Shores, Pac1f1c Beach - Tourmaline Surf Park, M1ss1on Beach, Ocean Beach - Dog Beach, Ocean Beach - Beachfront (Pier), and Sunset Cliffs.
Implementation requires City Council approval and adoption of the Coastal Resistance Master Plan (CRMP), certification of the Final Program Environmental Impact Report, and adoption of the Findings, Statement of Overriding Considerations, and Migration, Monitoring, and Reporting Program for the project.
