Document Description
The Southern Los Cerritos Wetlands Restoration Project would restore wetland, wetland-upland transition zone, and upland habitats throughout the project area. This would involve addressing any contaminated soil, grading, revegetation, construction of new public access opportunities (including trails, a Stewardship site, and viewpoints), construction of flood management facilities (including earthen berms), and modification of existing infrastructure and utilities. The State Lands Commission action is an amendment and extension of a General Lease - Public Agency Use through August 13, 2050 to authorize the Southern Los Cerritos Wetlands Restoration Project Phases 1 and 2, public access, debris clean-up, invasive species abatement, and access for escorted and supervised public education programs conducted by the Los Cerritos Wetlands Stewardship Program, and other ancillary maintenance activities.

The lead agency for the project, the Los Cerritos Wetland Authority (LCWA), certified the Program Environmental Impact Report (PEIR), adopted a Mitigation Monitoring and Reporting Program (MMRP), and approved the Los Cerritos Wetlands Restoration Project on January 7, 2021. Subsequently, LCWA adopted the Mitigated Negative Declaration (MND) and MMRP and approved the Southern Los Cerritos Wetlands Restoration Project on August 24, 2023. The California State Lands Commission has considered the PEIR and MND as prepared for this project by LCWA and has adopted a Statement of Findings and independent Mitigation Monitoring Program incorporating LCWA’s CEQA documents, in conformance with the State
