Document Description
The State Water Resources Control Board (State Water Board) is funding the Project, and City of Wheatland project (SCH #2021110022), under one agreement referred to internally as “Regional Wastewater Transmission and Treatment Facilities Project.” The Project involves expanding and upgrading the wastewater collection system to handle wastewater from the City of Wheatland, utilizing unused capacity at OPUD Wastewater Treatment Plant (WWTP). It includes measures to reduce sanitary sewer overflows (SSO) in historic Olivehurst, along with upgrades to the WWTP. The OPUD Project initially included five components to its objectives; however, Components 3 and 4 have since been removed from the Project. The remaining Project components consist of the following: · Component 1: Completion of SSO reduction measures to the existing wastewater collection system serving the existing community of Olivehurst, including retrofits to an existing pump station (PS-1) on the Olivehurst Avenue/11th Avenue intersection; an existing wastewater collection pipeline on Olivehurst Avenue; a new pump station (PS-2) near the intersection of McGowan Parkway and Dan Avenue, and an eight-inch force main on McGowan Parkway to an existing pipeline serving the OPUD WWTP. · Component 2: Modification of the existing OPUD WWTP to accommodate increased wet weather flows and replacing of equipment that has reached the end of its operational life, located within the existing 38-acre WWTP site which houses the WWTP, a corporation yard for the OPUD water utility, and a five-acre solar array. · Component 5: Construction and operation of new wastewater treatment system to connect the City of Wheatland with the existing OPUD Olivehurst collection system, allowing the OPUD WWTP to process Wheatland's untreated wastewater.
