On December 9, 2025, the Board of Supervisors certified the Comprehensive Cannabis Program Update Environmental Impact Report (Program EIR), analyzing projects in the pipeline and a comprehensive update to the County's Cannabis Program. The Program EIR found certain significant effects and included mitigation measures and a mitigation monitoring and reporting plan to be applied to individual cannabis projects. The Board of Supervisors adopted findings and a statement of overriding considerations for the project.
