Document Description
The project will allow the County of Mendocino to improve resiliency of County communications, including mobile radios and microwave data links which provide internet connectivity at County-owned sites, to continue functioning during disasters. This will improve the effectiveness of first responders in the field, including calls, serving all low- or moderate-income populations and the MID, by facilitating communications during events and improving the likelihood of successful disaster responses such as evacuation orders. Specifically, the site improvements include: (1) Sanel Site, the County will install new perimeter fencing and gates, new fireproofing on the roof of the existing equipment housing, and a new backup power generation system, including concrete pads, a new propane tank, and a new generator and transfer switch; (2) San Hedrin Site, the County will demolish an existing, end of life equipment shelter in the place of the demolished building, with upgraded electrical systems, a larger backup power system, and upgraded gas lines for the backup power system.

Reasons for Exemption
The project involves the improvement of the reliability and resiliency of the County's radio communication system equipment from hazard event via site improvements. The project is categorically exempt under CEQA Guidelines Section 15301 (a) which provides for interior or exterior alterations involving such things as interior partitions, plumbing and electrical conveyances. The is also categorically exempt pursuant to Section 15302 under replacement and reconstruction as the project is an existing use of communication facilities and would involve the improvement and rehabilitation of said existing facilities.
