Reasons for Exemption
The project is statutorily exempt from environmental review under the California Environmental Quality Act pursuant to Section 21080.57 of the Public Resources Code, which exempts any activity or approval necessary for or incidental to planning, design, site acquisition, construction, operation, or maintenance of public park, or nonmotorized recreational trail facilities funded in whole or in part by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (2024 Climate Bond). The project is consistent with Section 21080.57 because it will plan for design and development of a public park and nonmotorized recreational trail facilities and has received funding, in part, from the 2024 Climate Bond through a grant authorized by the Conservancy on February 19, 2026.
