Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-SON-44374-R3), pursuant to section 1602 of the Fish and Game Code to the project Applicant, Gold Ridge Resource Conservation District.
The Project will create 3.2 acres of low-velocity in-channel and off-channel floodplain rearing habitat for salmonids in Green Valley Creek; install approximately 13 large wood structures intended to create floodplain and in-channel habitat complexity; treat and replace road and culverts along Iron Horse Vineyard access road to ensure fish passage and reduce water quality impacts, and revegetate 5.76 acres to restore riparian and floodplain habitat.
In September 2022 CDFW adopted a Final Mitigated Negative Declaration (MND) that concluded the Lower Green Valley Off-Channel Habitat Enhancement Project at Iron Horse Vineyards would not have a significant effect on the environment and approved the project based on the MND. The MND included an incomplete description of the Subproject that included Phase 1 (Original Project) but did not include Phase 2 of the Subproject. CDFW is now approving a Lake and Streambed Alteration Agreement for both Phase 1 and Phase 2 of the Subproject (Modified Subproject). The differences between the Original Project as modified by the Modified Subproject (Modified Project) are as follows:
1. The Modified Subproject will create an additional 1.60 acres of low velocity rearing habitat during frequent winter storm inundation periods, by adding 720 feet of Green Valley Creek to the total Subproject area.
2. The Modified Subproject will involve the removal of up to 9 additional trees for habitat features.
3. The Modified Subproject will add 2.4 acres of staging area and an additional 7,255 cubic yards of soil to be excavated and off-hauled.
4. The Modified Subproject will involve an additional 3.28 acres of planting and an additional 2.5 acres of erosion control treatment.
5. The Modified Project will include implementation of the Traffic Safety Plan.
