Document Description
The original project included construction of a ~384 square foot building to house ultraviolet (UV) disinfection equipment (i.e. two UV disinfection modules, piping, turbidimeter, magnetic flowmeter, electrical/telemetry, and controls), site piping modifications to tie the new building into the existing system, and installation of a diesel-powered emergency backup generator adjacent to the UV building. The original project included the potential extension of electrical service to the UV building from the City’s existing booster pump station located on the west side of the Castle Rock water bottling facility. The purpose of the project is to provide a permanent facility for disinfection of the City’s water source to ensure a safe and reliable drinking water supply.
The revised project includes construction of a ~832 square foot UV building in a different location on the City-owned property; site piping modifications to tie the new building into the existing system; replacement of existing security fencing; and installation new additional security fencing and a new paved driveway. The City would procure a mobile diesel-powered emergency backup generator for use at the UV building. In addition to the original site piping modifications, the revised project includes installation of ~600 feet of new 18-inch-diameter water main from the UV building along Dunsmuir Avenue. The additional water main would tie into the existing water system just north of Linda Place. Existing 18-inch-diameter steel water main located on private property would be abandoned in place.
Installation of the new water mains would require the use of open-cut trenching. The new water main located north of the UV building would traverse a steep hill for a short distance. Paved roads would be repaved following the installation of the water main improvements. Staging of construction equipment would occur on City-owned property.

Reasons for Exemption
Class 1 covers the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Class 3 covers the construction and location of limited numbers of new, small facilities or structures, and the installation of small new equipment and facilities in small structures
The project is consistent with the exemptions noted above because work would consist of the construction of a small structure, installation of health/safety protection devices (UV disinfection), and connection of the new facility to the existing water system. Only minor earth disturbance would be required to accommodate the proposed improvements, and the ground surface would be restored following construction. Additionally, no expansion of the City’s water system would occur.
As documented in the original Notice of Exemption (SCH 2022080062), the proposed project would not have a significant effect on the environment due to unusual circumstances; would not result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to §65962.5 of the Government Code; would not cause a substantial adverse change in the significance of a historical resource; and would not result in cumulative impacts. The proposed modifications would not change project impacts, and no new potentially significant impacts would occur.
