The project does not propose any new development beyond what was disclosed in the certified 2040 General Plan Programmatic FEIR. Pursuant to the CEQA Guidelines Sections 15162 and 15168, no subsequent or supplemental EIR or Negative Declaration is required for a later project that is within the scope of the Programmatic EIR. Therefore, pursuant to CEQA Guidelines Section 15164, no substantial changes are proposed in the project and thus no revisions to the certified 2040 General Plan Final EIR are necessary.
