Document Description
The California Department of Fish and Wildlife (CDFW) has issued this Permit for Recovery and Management (PRAM) pursuant to section 2081(a) and 4700 of the Fish and Game Code to East Bay Regional Park District. The Program is designed to restore, sustain, enhance, and increase native species habitats and populations, and aid the conservation and assist in species recovery through the implementation of restoration activities throughout the Permittee’s lands. To obtain Covered Species take authorization pursuant to this PRAM, Permittee may annually submit a proposed work plan for CDFW’s review and written approval. Yearly Work Plans will describe proposed restoration activities potentially resulting in take of Covered Species for the upcoming calendar year. This work falls into four categories: stream restoration, lake and pond restoration, upland restoration, and tidal marsh restoration. The Project is expected to benefit Alameda whipsnake (Masticophis lateralis euryxanthus), giant garter snake (Thamnophis gigas), foothill yellow-legged frog (Rana boylii pop.4), California tiger salamander (Ambystoma californiense), western burrowing owl (Athene cunicularia), Crotch’s bumble bee (Bombus crotchii), pallid manzanita (Artostaphylos pallida), and salt-marsh harvest mouse (Reithrodontomys raviventris), referred to as the Covered Species. The Project is estimated to take 20 individuals of the Alameda whipsnake in the form of catch, capture and relocation; the Project may also result in take of 2 individuals of Alameda whipsnake in the form of incidental mortality of Alameda whipsnake during construction of the Project. The Project is estimated to take 20 individuals of the giant garter snake in the form of catch, capture and relocation; the Project may also result in take of 2 individuals of giant garter snake in the form of incidental mortality of giant garter snake during construction of the Project. The Project is estimated to take 20 individuals annually of foothill yellow-legged frog in the form of catch, capture and relocation; the Project may also result in take of 2 individuals of foothill yellow-legged frog in the form of incidental mortality of foothill yellow-legged frog during construction of the Project. The Project is estimated to take 5 individuals annually of California tiger salamander in the form of catch, capture and relocation; the Project may also result in take of 1 individual of California tiger salamander in the form of incidental mortality of California tiger salamander during construction of the Project. The Project is estimated to take 1 individual of western burrowing owl in the form of incidental mortality of western burrowing owl during construction of the Project. The Project is estimated to take 16 worker individuals, 6 queen/gyne individuals, and 1 nest of Crotch’s bumble bee in the form of catch, capture and relocation; the Project may also result in take of 5 worker individuals, 2 queen/gyne individuals, and 1 nest of Crotch’s bumble bee in the form of incidental mortality of Crotch’s bumble bee during construction of the Project. The Project is estimated to take 2 individuals of pallid manzanita in the form of incidental mortality of pallid manzanita during construction of the Project. The Project is estimated to take 10 individuals annually of salt-marsh harvest mouse in the form of catch, capture and relocation; the Project may also result in take of 1 individuals of salt-marsh harvest mouse in the form of incidental mortality of salt-marsh harvest mouse during construction of the Project. Permittee is authorized to relocate the Covered Species out of harm’s way. CDFW has determined and expects that the Project will benefit, aid in the conservation of, and assist in the recovery of the Covered Species. This notice is to advise that CDFW issued the above-described RMP on the date signed below and has made the following determinations regarding the project pursuant to California Code of Regulations section 15096, subdivision (i):
