Document Description
Sierra Nevada Conservancy (SNC) would amend SNC project 1370 AmCo Stewardship Project with Amador Fire Safe Council to partner with the Bureau of Land Management (BLM) to allow the use of SNC grant funds to implement approximately 70 acres of fuels reduction treatments across four BLM parcels. Hand crews and mechanical operators (track chippers, masticators) would remove brush and small diameter trees from the project area, with maximum diameter at breast height (dbh) of conifers no greater than 11” dbh. The average spacing would be roughly 30 feet between boles and brush with some tighter spacing in clumps and “islands”. The preference is to remove hardwoods under 4” dbh, though spacing concerns may necessitate removing larger hardwoods. The project is part of the Pioneer Park & Pioneer Creek Fuels Reduction Project and Thompson Ridge Fuels Reduction Project developed by the BLM. The project was reviewed and approved under the Pioneer Park & Pioneer Creek Fuels Reduction Project Determination of NEPA Adequacy with Decision Record signed on December 29, 2025; and the Thompson Ridge Fuels Reduction Project Determination of NEPA Adequacy with Decision Record signed on April 20, 2026. The project will be implemented consistent with all NEPA requirements.

Reasons for Exemption
Public Resources Code, section 4799.05 statutorily exempts from CEQA projects for prescribed fire, reforestation, habitat restoration, thinning, or fuel-reduction projects, or to related activities included in the project description, undertaken, in whole or in part, on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the National Environmental Policy Act (NEPA) if the primary role of a state or local agency is providing funding or staffing for those projects. The SNC has approved the use of the funding for Amador Fire Safe Council to work in partnership with the Bureau of Land Management to conduct fuel-reduction treatments on Bureau of Land Management, Mother Lode Field Office lands. The project was reviewed in its entirety under NEPA by the Bureau of Land Management in the Pioneer Park & Pioneer Creek Fuels Reduction Project Determination of NEPA Adequacy with Decision Record signed on December 29, 2025; and the Thompson Ridge Fuels Reduction Project Determination of NEPA Adequacy with Decision Record signed on April 20, 2026.
