Document Description
The SNC is amending grant agreement 1378 with the Butte County Fire Safe Council for the Cohasset Forest Resilience Project, to authorize SNC grant funds to be used for an additional approximately 40 acres of roadside hazard tree removal. Hazardous trees along the main access road will be managed through bucking, piling for future burning, and scattering to help cover bare soil and minimize the impact of raindrop erosion. The project area was impacted by the Park Fire, which resulted in considerable loss of trees and vegetation, many of which are dead or dying. The intent of these amendment activities is to support recovery and restoration, and tie into a roadside and ridgetop fuel break network to allow for improved fire management in the future.

Reasons for Exemption
CEQA Guidelines Section 15304, Class 4, provides that projects that consist of minor public or private alterations in the condition of land, water, and/or vegetation, which do not involve removal of mature, scenic trees except for forestry and agricultural purposes, are exempt for CEQA environmental documentation requirements, provided no exceptions apply. The minor alterations to vegetation proposed by the project involve hazard tree removal along Musty Buck Road, within the footprint of the 2024 Park Fire, through bucking, piling for future burning, and scattering. The project would result in beneficial effects to the project area and adjacent communities, includes standard best management practices, and is not in a location or involves activities that would have a significant effect on resources. The SNC reviewed the amendment activities and determined that the project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15304, Class 4, and none of the exceptions to the exemptions apply to the project.
