Document Description
The SNC is amending its Grant Agreement funding this project to add to the existing treatments, mechanical pile burning, direction felling, bucking, lop and scatter, decking logs, and herbicide treatment. Grantee (Butte County Fire Safe Council) is requesting an amendment to the scope of work to allow for the modification of specified treatments to this project. The project area was impacted by the Park Fire resulting in a need to adjust the scope of work to support recovery and restoration. The Park Fire resulted in a considerable loss of trees and vegetation, many of which are dead or dying. The herbicide treatment will be required to reduce future fire intensity, prevent significant erosion impacts, as well as manage vigorous re-sprouting of invasive species.

Reasons for Exemption
CEQA Guidelines Section 15304, Class 4, provides that projects that consist of minor public or private alterations in the condition of land, water, and/or vegetation, which do not involve removal of mature, scenic trees except for forestry and agricultural purposes, are exempt for CEQA environmental documentation requirements, provided no exceptions apply. The minor alterations to vegetation proposed by the project involve forest resilience thinning through additional treatments including mechanical pile burning, direction felling, bucking, lop and scatter, decking logs, and herbicide treatment. The SNC reviewed the project and determined that the project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15304, Class 4, and none of the exceptions to the exemptions apply to the project.
