Document Description
Plan Orinda is a long-range planning effort that includes updates to the Housing Element, Land Use Element, and Safety Element of the City of Orinda General Plan as well as associated zoning changes. In Downtown Orinda, Plan Orinda includes new development standards and objective design standards. On March 18, 2025, the City certified a Revised Final EIR for Plan Orinda, which includes the Certified Revised Final EIR for Plan Orinda, the Draft EIR(2022) and Response to Comments on the Draft EIR (2023), an Addendum dated March 21, 2023, the Partially Revised EIR (2024), and Response to Comments on the Partially Revised EIR (2025). On November 3, 2025, the City Council adopted an ordinance creating and applying five new districts, including the "DG" zoning district. The City Council also amended by resolution the City's General Plan Land Use Chapter to, among other things, create a new "Downtown - General" land use designation. On February 17, 2026, the City Council adopted an ordinance that amends the City's Zoning Map to apply the "DG" zoning district to the 23 Altarinda site. Additionally, the City Council adopted Resolution 01-26 amending the General Plan Map to change the designation of the 23 Altarinda site to "Downtown - General." Finally, the City Council adopted Resolution 02-26 affirming the consistency of its 23 Altarinda approvals with Plan Orinda and its certified revised Final EIR and adopting CEQA findings and a statement of overriding considerations for those Impacts that were found to be significant and unavoidable.
