Document Description
Plan Orinda is a long-range planning effort that includes updates the Housing Element, the Land Use Element, and the Safety Element section of the Environmental Resources Chapter of the General Plan. In addition, the project includes new development standards and the adoption of objective design standards for Downtown Orinda.
The City originally approved the project on January 31, 2023. On March 18, 2025, the City subsequently certified the Revised Final EIR for Plan Orinda, which includes the Certified the Revised Final EIR for Plan Orinda, which includes the Draft EIR (2022) and Response to Comments on the Draft EIR (2023), an Addendum dated March 21, 2023, the Partially Revised EIR (2024), and Response to Comments on the Partially Revised EIR (2025).
On November 3, 2025, the City Council adopted ordinances creating five new districts: “RH-25”, “RH-40”, “DCOR-30”, “DCOR-55”, and “DG” zoning districts, as well as new development standards and objective design standards. This ordinances also amend the City’s Zoning Map to apply the new zoning districts to the 31 opportunity sites identified in the 6th Cycle Housing Element. The zoning changes contained in these ordinances are within the scope of Plan Orinda and were fully evaluated in the related environmental review documents adopted for Plan Orinda.
Additionally, the City Council adopted Resolution 52-25 (A & B) amending the General Plan Land Use Chapter and General Plan Map to create the land use classifications for the 31 sites identified in the 6th Cycle Housing Element.
