Document Description
The proposed project would not alter the development potential evaluated in the approved IS-MND or as allowed by State Law, as it does not increase allowable densities, expand residential capacity, or add new development sites. Instead, the proposed project updates planning documents and development standards to ensure consistency with State housing law and to streamline the development review process without modifying the amount, distribution, or intensity of development analyzed in the approved Housing Element Update IS-MND. The proposed project would involve City-wide Residential Objective Design Standards, a Density Bonus Ordinance, a Zoning Code Update, Land Use Update and the San Fernando Corridors Specific Plan 5 Update. While the proposed project is intended to streamline the review and approval of future housing consistent with the adopted Housing Element, it does not introduce new development capacity beyond what was evaluated in the approved IS-MND or as allowed by State law.
The proposed project involves implementation of a Housing Element Implementation Program to implement the goals and objectives of the approved project. The purpose of proposed project is to shape the development of critical planning documents that guide housing production, preserve neighborhood character, and streamline city review processes.
