Document Description
The State Water Resources Control Board (State Water Board) is funding the Project referred to internally as Alturas Wastewater Treatment Plant Improvement Project. The Project consists of decommissioning the existing wastewater treatment plant and routing raw wastewater through an 11,000 linear feet force main (installed trenchlessly under the Pit River and along the County Road 54 right-of-way) to the new offsite aeration, evaporation and percolation ponds (1.4 miles southwest of the existing WWTP), where it will be treated and disposed of via land discharge, with no in-water work required. The City of Alturas operates its existing wastewater treatment plant (WWTP) just south of the city limits in unincorporated Modoc County, California. This facility, located along the North Fork Pit River, provides primary and secondary treatment before discharging treated effluent to the Pit River. The project's study area covers about 290 acres, encompassing the current WWTP, 1.4 miles of road right-of-way along County Road 54, and approximately 270.4 acres of undeveloped land planned for new offsite aeration ponds and land application treatment and disposal.
