Document Description
The proposed project includes 21 two-plex, three story buildings with attached garages. Unit sizes range from 1,745 to 2,085 square feet. On-site improvements include guest parking, recreational areas, common open space, and landscaping. The project will provide street improvements along the project frontage along Summit Avenue and at the intersection of Summit Avenue and Princess Joann Road. The City rezoned the project site as part of the Housing Element Rezone Program (Rezone) and on October 12, 2022, City Council certified a Final Program Environmental Impact Report (EIR) for the Rezone. No substantial changes are proposed to the project, and there are no substantial changes in the circumstances under which the project will be undertaken that would require major revisions to the previously certified EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified impacts. Additionally, there is no “new information of substantial importance” as defined in CEQA Guidelines Section 15162(a)(3). Therefore, the previously certified EIR adequately addresses the potential environmental impacts of the project. However, minor technical changes warrant the preparation of an addendum to the EIR.
