City Council approval of the proposed College Area Community Plan Update (CPU project) and associated General Plan amendment and rezone, repeal of the Core sub-Area Design Manual, amendment to the Mid-City Communities Plan, and adoption of an Addendum to Program Environmental Impact Report (PEIR) SCH No. 2021070359 for the College Area Community Plan Update and the associated amended Mitigation, Monitoring and Reporting Program.
The College Area CPU ls a comprehensive update to the existing College Area Community Plan that was last updated in 1989. The College Area CPU provides a comprehensive policy framework for growth and development in the College Area Community Plan area over the next 30 years and provides an opportunity for an additional approximately 17,750 homes above the 1989 adopted Community Plan. The proposed CPU designates higher-density mixed-use and residential development along transit corridors, around the San Diego State University (SDSU} and UC San Diego Health East Trolley Stations, in mixed-use villages and nodes, and near SDSU to support transit-oriented development. The proposed CPU supports a revitalized commercial district to provide more opportunities to shop within the College Area and provides opportunities for innovative technology businesses related to SDSU.
The proposed CPU Identifies walking and biking improvements, transit accessibility and the use of intelligent technologies and management strategies to manage traffic.
The CPU proposes adding new multi-use paths, bus-bike lanes and separated bikeways along El Cajon Boulevard, Montezuma Road, Collwood Boulevard, College Avenue, and 70th Street, with bicycle routes and bike lanes on 55th Street, Campanile Drive, Baja Drive, 63rd Street, Catoctin Drive, Reservoir Drive, Alvarado Road, and Mohawk Street. Pedestrian enhancements are planned for Montezuma Road, El cajon Boulevard and College Avenue.
Other public facilities and infrastructure proposed under the College Area CPU include enhancements to existing parks and recreational facilities, and opportunities for additional parks, recreational facilities and public spaces through the acquisition of land, the reuse of City-owned land, the utilization of excess right-of-way, joint-use agreements with schools, and/or with new developments. The proposed CPU also contains policies to support a new fire station near SDSU and another on the east side of the community near 70th Street and El Cajon Boulevard. Additional future public infrastructure improvements, such as public utilities and facilities, could occur as part of the College Area CPU to accommodate future development in the CPU area.

The activity in its approved form will not have significant effects on the environment beyond those identified in the Final PEIR for the Blueprint SD Initiative, Hillcrest Focused Plan Amendment to the Uptown Community Plan, and University Community Plan Update (CPU) and Local Coastal Program Update (SCH No. 2021070359) which was certified by the City of San Diego City Council on July 23, 2024 (Resolution No. R-315701).
