Document Description
A request by the Coastal San Luis Resource Conservation District for a phased Minor Use Permit/Coastal Development Permit (C-DRC2022-00004) to allow for the removal and remediation of sediment-bound pesticides and the installation of upstream sediment controls along an approximately 1.2-mile portion of Oso Flaco Creek, immediately upstream from Little Oso Flaco Lake. The project will include three components: 1) implementation of on-farm sediment control Best Management Practices, including improvements to the culvert under Oso Flaco Lake Road, 2) temporary removal of approximately 25,400 cubic yards (cy) of sediment, and 3) on-site remediation of contaminated sediment. The project will result in an area of disturbance of approximately 30 acres, including 26 acres of farmland that will be used for the expansion of access roads, a sediment disposal and remediation area, a one-acre staging area for construction equipment and materials, and construction of a sediment basin. The project site is located on nine contiguous privately-owned parcels (APNs: 092-011 -017, -018, -019, -020, APNs: 092-021 -025, -026, -027, -028, and APN: 092-391 - 019), within the Agriculture land use category, located north of Oso Flaco Lake Road and approximately 1.2 miles west of Highway 1 and the Woodlands Village Reserve Line. The project site is within the Coastal Zone and in the South County Coastal Planning Area.
