Document Description
The scope of work includes geotechnical boring and test pit subsurface investigations. The borings will be drilled with a drill rig that uses a 50-gallon mud recirculation tank, utilizing mud rotary drilling methods. The borings will be 4 inches to 6 inches in diameter and up to 80 feet deep. Drill mud will be used for exploration and will be disposed of offsite and hauled away in drums. Drill equipment will not enter the wetted
channel or go below the top of bank of the unnamed drainage associated with City of Sacramento Sump 151. Poly-tarp, plastic drop trays, and straw wattles will be used to help contain any drill fluid and cuttings. Casing made of solid steel pipe, 6 inches or less in diameter, will be installed in the boreholes to establish a closed circulation system. Once the borehole investigations are complete, they will be backfilled with grout. The test pits will be excavated using a backhoe or mini-excavator to dimensions of, at a maximum, 10-feet long, 2-feet wide, and 5-feet deep. Once the test pit investigations are complete, they will be backfilled with native soil and compacted to a density equivalent to that of adjacent soil. The proposed work is expected to take four days to complete.

Reasons for Exemption
The project is exempt from CEQA under the Class 6, Information Collection categorical exemption (CEQA California Code of Regulations, Title 14, Section 15306), because the activity consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. In addition, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA
California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry and agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
