Document Description
This permit action is to issue an Authority to Construct (ATC) to Tesoro Refining & Marketing Company LLC to store new materials at tanks S-690, S-694, S-705, S-706, S-707, S-708, S-1461 and a Permit to Operate a new unloading operation S-1584, at the Martinez Renewable Fuels Facility. Tanks S-690, S-694, and S-706 were selected to provide extra sour water storage because they had or already contained fossil sour water Tank S-705 was initially used to store recovered oil as part of the refining idling effort in 2020. S-1584 Unloading Operation at Tract 4 was constructed in 2012 under the assumption that the unloading operation was exempt from permitting.
S-1584 was transferred to current Application 720845 to be evaluated with downstream connected tanks S-690, S-694, S-705, and S-706. Additional downstream tanks S-707 and S-708 will be evaluated to determine max daily and annual throughput limits for S-1584's unloading operation even though the actual unloading throughput limit capacity is less than the permitted throughput limit for the tanks. S-1584 is currently used to unload crude to tanks S-707, S-708 and S-1461 and recovered oil to tank S-705. Tesoro still has crude tanks in operation, so they need the capability to unload crude and recovered oil while they are consolidating the tank bottoms as the tanks are cleaned. Tesoro is proposing to use S-1584 to unload renewable feedstock to storage tank S-1463 (Tank 867) by installing a new nozzle/hose "arm" and pump. S-1463 is an existing exempt source under Regulation 2-1-123.3.6 for storage of tallow or vegetable oils.
